* BlueScope Steel has announced an "unprecedented" restructure of its Australian operations,
resulting in the loss of more than 1000 jobs. The biggest changes include the shutting
down of a blast furnace at Port Kembla in NSW and the Western Port hot strip mill in Victoria.

* BlueScope Steel shares plunged by as much as 10 per cent on the back of the unexpected
billion dollar loss announced by the company. Some economists say such job cuts raises
questions about whether industry, specifically Australian export manufacturers, can survive
the mining boom.

* The federal government has responded to the news by giving BlueScope access to funds
to help "soften the blow" on workers and the community. The assistance package includes
$30 million to support new manufacturing and jobs in the two affected regions.

A witness to a car crash that killed six teenage pedestrians in rural Victoria .. has
described seeing bodies being flung in the air from the impact.

In the Victorian Supreme Court today .. 18-year-old SIMON GEE said he saw a car veer
to the left and right of the road .. before hitting a group of children.

THOMAS TOWLE is facing 14 charges .. after the 36-year-old allegedly ran into and killed
the teenagers as they walked from a 16th birthday party at Cardross .. near Mildura ..

on February 18 .. 2006.

Another witness .. 18-year-old DANIELLE MATOTEK .. broke down as she told the court
she'd heard a loud car going by .. and a split-second later .. screams and a big bang.

And 17-year-old LER-REE JUDD's told the court .. the car was revving loudly and going
fast before it ran into the children standing on the side of the road.

She says she knew the group was there because they were illuminated by lights from
the house where the party was being held .. and the mobile phones the teenagers were using.

The trial before Justice PHILIP CUMMINS continues.

SYDNEY, April 25 AAP - Australia's newest military hero has saluted the oldest and
delivered a stark reminder that Australians are still locked in deadly combat 96 years
after the Anzac legend began.

As more than 100,000 Australians, roughly the same number to have died in war, gathered
at Anzac Day services around the world, Corporal Ben Roberts-Smith marched in Sydney's
parade for the first time since winning the Victoria Cross in Afghanistan last year.

He honoured not only the original Anzacs who stormed ashore at Gallipoli in 1915 but
all who have served since, including 10 of his comrades who have died in Afghanistan in
the past year.

"Acts of real courage are still being carried out on the front line today and every
day," he said.

"I have friends who will be putting their lives at risk today as they try to ensure
that terrorism does not flourish."

Cpl Roberts-Smith, who single-handedly stormed an enemy machine gun position in Afghanistan,
described public support during the march as "overwhelming".

The feeling was clearly mutual as teenage defence force cadets surrounded him afterwards,
calling him a hero and an inspiration.

"It (meeting him) made my day," said cadet Madison Hollamby, 14.

From Australia to the shores of Gallipoli and battle sites in Asia and Europe, Australians
remembered all of their war dead, but the grief from losses in Afghanistan is the most
recent and clearly the keenest.

Margaret Gunnell choked back tears as she attended Brisbane's dawn service, the first
since her son, commando Tim Aplin, was among three diggers killed in a helicopter crash
there last June.

"I didn't ever imagine this would be happening to me, or to us, losing our boy," Ms Gunnell said.

"I really wish I was here just as a person who came to feel for the Anzacs."

Similar emotions were felt in Hobart, where Tasmanian Governor Peter Underwood paid
tribute to Corporal Richard Atkinson, 22, who was killed by a roadside bomb two months
ago.

"The devastation that his family and his fiancee feel is beyond the understanding of
those who've not suffered a loss like (theirs)," he said.

"Today we thank him for his service. What a terrible loss of a young life."

At Anzac Cove in Turkey, Veterans' Affairs Minister Warren Snowdon said the Anzacs
could never have known the enduring legacy of their courage, service and sacrifice.

"It behoves us to accept the responsibility to do whatever we can to avoid war and
find peaceful resolution to our differences," he said.

"This is how we can honour them."

At the Australian War Memorial in Canberra, RAAF chaplain Wing Commander Mark Willis
paid tribute to those who put freedom for others before their own interests.

"Just ordinary people doing their job, ordinary men and women who were prepared to
make personal sacrifices for the freedom and quality of life that we enjoy today," he
said.

Delivering the commemorative address, war historian Les Carlyon said Anzac Day was
all about remembering ordinary, decent Australians.

"Every grave represents someone's son or uncle or father or husband," he said.

"Every grave represents sacrifice in perhaps its saddest form, the death of dreams of youth."

Prime Minister Julia Gillard honoured Australia's Korean War veterans at a stirring
dawn service in Seoul where she said silence spoke loudest on Anzac Day.

"In our silence today we remember those we have lost," Ms Gillard said in the 60th
anniversary year of the battle of Kapyong, one of Australia's major engagements of the
campaign.

"Each of them one of us; each of them lost to us now.

"Each in essence an ordinary Australian who we asked to do an extraordinary thing."

In Villers-Bretonneux, France, scene of a critical Australia victory in World War One,
Foreign Minister Kevin Rudd said: "We come to honour the values for which they fought
- for freedom, for a fair go for all, values which we hold to be true for all humankind,
not just for some.

"The cost of all this, quite literally, almost bled our fledging nation dry."

Anzac Day services went off mostly without incident, but a 67-year-old returned serviceman
collapsed and died after attending a dawn service in Darwin.

ADELAIDE, Feb 10 AAP - A former butcher jailed for cutting the throat of his partner's
dog's in a drunken rage has appealed, arguing it was unfair that he was denied access
to the dog's autopsy.

Trevor James Bond, 47, was sentenced to five months' jail in 2010 for ill treating
an animal to cause death after a trial in the Port Adelaide Magistrate's Court.

Bond's lawyer Blair Tremaine had argued the charges should be thrown out because Bond
had not repeatedly stabbed Nikki, a keeshond, as alleged by the RSPCA - he had instead
cut the dog's throat up to five times.

Mr Tremaine repeated this argument in the Supreme Court of South Australia on Thursday,
as they appealed on grounds including that it was unfair Bond did not have a representative
at the dog's autopsy.

Judge Kevin Duggan replied he didn't know of any murder trial where the defence pathologist
was invited to the autopsy and said it was not necessarily something that may have resulted
in a stay of proceedings.

Mr Tremaine also said killing an animal was not necessarily an offence, an argument
rejected by RSPCA lawyer Sophie Downie as simplistic, misleading and inaccurate.

"The dog died an agonising death at the hands of a person he trusted," Ms Downie said.

She said Bond had admitted killing Nikki, including telling an interviewer: "I'm a
butcher, I had my knives hanging up, I grabbed a knife, and killed it."

There was nothing humane about what happened to Nikki, Ms Downie said.

Mr Tremaine said Bond's five-month jail term should have been suspended because his
client had no animal cruelty convictions and his last conviction, an assault, was in 2003.

Ms Downie said Nikki had suffered a painful end and the prison term was not disproportionate
given the community's abhorrence of crimes against animals.

VIC:Man dies in house fire

An elderly woman's lost her husband in a late night house fire south of Melbourne.

The 86-year-old woman woke up around two a.m to see her Rosebud house along the Mornington
Peninsula filling with thick smoke.

She tried to get her 88-year-old husband out of the home but was forced back by smoke
and flame and had to run out of the burning building.

Firefighters found the man's body near the back of the house.

The cause of the fire is not considered suspicious.

A man has been killed in a brawl at a karaoke bar in Sydney's CBD.

Several men were involved in the brawl about 1.30 this morning (AEDT) in the Clarence Street bar.

Police say it appears the man was hit with an unknown object before falling down a
staircase and dying at the scene.

Clarence Street was closed between Druitt and Market Streets while forensic officers
examined the crime scene.

A survey's found we trust our family doctor .. and private hospitals over public ones
.. but also prefer the government-funded Medicare system to private health funds.

It's also found .. we're not quite as hot on naturopaths and other alternative health
care workers.

Lead author ELIZABETH HARDIE from Swinburne University in Melbourne says the support
for private health care .. but public funding .. may reflect Australians' historical support
for a public health care system .. combined with an awareness of its long waiting lists.

The survey of 800 adults has been published in the Medical Journal of Australia.

Fed: ACF pushes for end of fuel subsidies

CANBERRA, April 9 AAP - The Australian Conservation Foundation (ACF) has called on
the federal government to remove $7.8 billion worth of fuel subsidies in next month's
budget.

The ACF wants Treasurer Wayne Swan to get rid of tax breaks for industry diesel use,
company cars and aviation fuel in order to discourage greenhouse pollution.

Other environment groups have made similar demands in the lead-up to the budget.

ACF executive director Don Henry today said the Fuel Tax Credits scheme cost taxpayers
$4.9 billion in 2006-07, or $230 for each Australian, a 38 per cent increase on the previous
year.

Most of the money subsidised the diesel fuel costs of big mining, forestry and transport
companies, Dr Henry said.

He said mining companies alone claimed $1.2 billion in fuel tax credits in 2005-06,
according to the Australian Tax Office.

"The truth is, the profitable mining sector does not need your or my taxpayers' dollars
to continue to thrive," Mr Henry told the National Press Club in Canberra.

"In fact, this billion-dollar handout is probably discouraging the industry from implementing
energy efficiency measures that would cut greenhouse pollution."

He said from July the tax breaks will be extended to more business operations, and
in 2012 all off-road use of fuel will become exempt.

On company cars, Mr Henry said the federal Treasury has predicted their fringe benefits
tax concession would cost more than $2 billion a year by 2009-10.

Company cars accounted for an estimated 18 per cent of all road trips, the equivalent
of 7.9 million tonnes of pollution, he said.

The ACF says the aviation subsidy allows airlines to pay three cents a litre in fuel
tax compared with $38 a year for the average motorist, costing a Treasury-estimated $900
million a year.

Removing the tax break would only cost an airline passenger about $12 extra for a typical
domestic flight, the group has calculated.

Mr Henry said he was under no illusion that the Rudd government would act on ACF's
recommendations any more than its coalition predecessor.

"We have a lot more access to this government, but I'm not foolish enough to equate
access with results."

Oil company Caltex Australia said the fuel tax credit was not a subsidy but a rebate
which made industries competitive.

"Undoubtedly, if you applied a very high rate of tax it would drive some change (in
fuel consumption) but at the same time would probably do considerable damage to the Australian
economy," Caltex spokesman Frank Topham said.

"If those deductions were not there, the cost of all goods would be higher because
of the additional imposts on road freight (and) we'd have less employment and economic
growth."

The Minerals Council of Australia said diesel was a "major and necessary" business
input to the mining industry.

"It is a long standing principle that we don't tax business inputs," the council's
director of industry economics and taxation David Rynne said.

Both Mr Topham and Mr Rynne supported the 2010 introduction of a carbon price through
emissions trading as the most effective measure to cut pollution.

NT: Alcan worker falls to death and another is injured

DARWIN, April 23 AAP - A worker has plunged to his death and another has been injured
at an aluminium refinery in the Northern Territory.

The NT government released a statement today saying it had been contacted by Alcan
Gove, part of Canadian Aluminium giant Alcan, to inform it of the fatality.

Executive director of the Department of Primary Industry, Fisheries and Mines, Minerals
and Energy (DPIFM) division, Richard Sellers, said it was believed one worker had died
after falling from an elevated work platform about midday (CST) today.

Another worker was injured and Alcan had arranged for workers to be given grief and
shock counselling, he said.

In addition to an investigation by DPIFM officers - which is expected to take several
days - Mr Sellers said police were on site at Alcan conducting their own investigation
into the incident.

He refused to comment on the matter further.

"My department will not be making any comments on this matter until the police and
our inspectors have completed the investigation," he said in a statement.

In February last year, Alcan pleaded guilty to charges following the death of Denis
Boyd, a contractor who was crushed by machinery doing maintenance work at Alcan's Gove
refinery in North East Arnhem Land in August 2004.

Alcan admitted it had failed to meet its obligation to operate and maintain the refinery
site to minimise risk to the health and safety of workers, and was fined fined $315,000.

The prime minister says authorities wearing funny suits collected dust samples while
he was working on some papers .. and it would've made a marvellous photo.

Mr HOWARD's told the Nine Network a News Limited photo of him fleeing the office is
a blow up .. and he was actually going to a luncheon engagement around the corner.

But he says you always have to be cautious.

The PM says another suspicious package was found in Foreign Minister ALEXANDER DOWNER'S
office in Canberra yesterday .. but there's nothing to worry about.

CANBERRA, Aug 15 AAP - The federal government would not be forced into selling its
share in Telstra, Treasurer Peter Costello said today.

Following growing concerns over the sharp dip in Telstra's share price, there are questions
over whether the government will push ahead with its sale of its majority shareholding
in the telco.

Mr Costello said the government did not necessarily need the money from the Telstra
sale, and the shares could be held in the Future Fund.

"We will deal with the government's shareholding at a time which is in the interests
of other shareholders and the Australian taxpayer," he told reporters.

"We are not a forced seller.

"If the conditions don't suit, then we have indicated that the government's Future
Fund ... would be a very suitable vehicle to hold that shareholding.

"My message to anybody, whether they're in the company or elsewhere, if they think
that the government is over a barrel here, they're wrong."

A Fairfax newspaper says many surviving veterans are concerned families could take
over the occasion.

Veteran's complaints have arisen after New South Wales RSL president .. DON ROWE ..

warned the Anzac Day march could die out as more World War II diggers approach their 90s
.. unless new marchers are admitted.

A DAY in the life of an ordinary American: he drives to the office, toils at a computer, browses in shops at lunchtime, then picks up some bread and a video on the way home, where a pile of junk mail and a doctor's bill await him. At every stop along the way, his doings can be watched, monitored, tabulated and sold.

Americans think they have a right to privacy. After all, in 1965 the Supreme Court famously found such a right in the "penumbras" and "emanations" of the American constitution. Despite this, they have lost control over who knows what about them. The chief culprit is not so much Big Brother as lots of little brothers, all gossiping with each other over computer networks. But Big Brother is doing his bit: in the struggle against crime, terrorism, deadbeat parents, illegal immigrants and even traffic jams, the government keeps an ever-closer eye on more and more of its citizens.

On a typical day, for example, our hero's driving route may be tracked by an intelligent traffic system. At work, his employer can legally listen in to his business conversations on the telephone, and tap into his computer, e- mail or voice-mail. At the shopping centre, the ubiquitous closed-circuit camera may soon be smart enough to seek him out personally. His clothes shop is allowed to put peepholes in the fitting-rooms; some have hidden microphones, too. The grocery stores information about him if he is a member of its "buyers' club".

If he uses his credit card, not only does the card company keep tabs on when, where and what he buys, it may sell that knowledge to eager merchants. A purchase of outdoor furniture means that brochures hawking barbecue grills, lawn seed and funny aprons are likely to follow: hence the junk mail piled on his doorstep. The doctors' bills and other sorts of medical information are better guarded; but in many American states trade in private medical records is perfectly legal. (In 22 states, on the other hand, patients lack the right to see their medical files.) If he calls a toll-free 800 number or a pay-per-minute 900 number, the other end can identify his telephone number- -even if it is unlisted--and sell it.

And if he decides to give up the rat race and become a Texan cowboy, the postal service will sell his new address to anyone who asks. His new employer can get his medical history from the insurance company, and his credit history from a credit bureau. Just to be hired, he may have to take a drug test, a lie-detector test (though this is now limited to certain fields), and a psychological test. He may have to tell his employer which prescription drugs he takes and whether he has smoked in the past year.

His choice of videos, at least, is protected: to tell which films he hires is illegal. But that is not much comfort in a world where legal databases match addresses with unlisted telephone numbers, and illegal ones do a brisk trade in bank, stock and tax information. With the right software, any aspiring Sherlock can build up a large file on most Americans, including education, previous addresses, physical description, telephone bills, hobbies, and more. The armchair detective can even hire someone to do it for him: given a telephone number, at least one service will cull a credit database and supply an address, demographic information and buying preferences.

Did someone say "privacy"? Hush. Marketing and consumer-products firms like to know who buys what--and where and when and how. Law-enforcement officials, too, are pleased to have new and better ways to snoop, often in response to pressures from the public. For example, the State Directory of New Hires, a pilot programme operating in five states, is intended to prevent illegal immigrants from working. Employers who hire a worker must contact the federal government, which checks to ensure that the new bloke has his papers. The system involves the feds in every decision to hire, which is a troubling precedent; and of course it will make mistakes.

The state of Maryland requires every hospital visit to be logged into a database; the idea is that by gathering such information, health and administration costs may be cut. But this compromises the once-sacrosanct principle that used to shield doctor-patient communications from public view.

Two cases burning up the Internet show the extent to which technology has become the front line in the battles over privacy. In one case, a law passed last year required telephone companies to design their equipment to allow for wiretaps. In the other, the federal government tried to enforce use of the "Clipper chip", a device which would ensure that it could read all encrypted messages.

Officials argued that in both cases the status quo--access to private communications upon a court order--was just being extended. Furious cyber- citizens disagreed. "Trusting the government with your privacy", snorted Wired magazine, "is like having a Peeping Tom install your window blinds." Officialdom backed off on the Clipper chip because it couldn't make people buy it, but it is now pushing a related scheme that would allow a "trusted third party", such as a company or a non-profit group, to keep the keys to private codes on behalf of the government.

Selling secrets, and secrecy

The conflict is a classic one: between individual rights and the public good, between the demands of law-enforcement and the preservation of a private sphere. To resolve it, a principle is needed. There used to be one: data could not be gathered or used for another purpose without the consent of the person concerned. In these days of multi-linked databases, that principle is history.

Today, the presumed right to privacy is giving way to the right to protect one's privacy. Although few realise it, Americans are generally able to see the files kept on them, to correct mistakes, block disclosure (sometimes, at least) and to learn where information has gone. Consumers have the right to check their credit reports and to insist on giving permission before they are released. Junk-mail recipients can write to the Direct Marketing Association to be placed on the "delete" list (but companies not part of the association must be contacted directly).

All well and good. But tracking down dozens of information-gatherers-- government agencies, department stores, mail-order companies and so on--is no easy task, and it is not always possible to know which databases you are in, anyway. (One, which retailers like to consult, lists former salesmen suspected of theft; names can be added without telling the persons concerned.)

Given all this, it is not unreasonable that 80% of Americans tell pollsters they worry that they have "lost all control" over personal information. But at the same time they are extraordinarily willing to fill out warranty cards, questionnaires and impertinent surveys. In short, Americans love information, but they have not figured out how they want to control access to it.

In response, Congress and many states have passed the odd law to answer specific privacy complaints: the rule against disclosing videos, for example, and limits on the disclosure of driving records. Europe passed a comprehensive set of data protection guidelines in October. The last such federal legislation in America dates back to the Privacy Act of 1974.

Much of the law on privacy is therefore being made in vintage American style- -the courts are making it up as they go along. One case to watch is in Virginia, where the law forbids the use of anyone's likeness for commercial purposes without his consent. On this basis, a subscriber is suing U.S. News & World Report, an American weekly, for selling his name and address--which, he claims, are forms of his likeness.

Peeping Sam, look to discreet Europe

There are other pressures for change. Under the European directive, transfer of sensitive information to countries with inadequate privacy laws would not be allowed. If America's current muddle does not pass muster, business could be cut off from information from Europe--a powerful incentive to fix what's broke.

And technology itself may provide a partial answer. All-but-foolproof encryption technology is freely available over the Internet and will not go away no matter how much Uncle Sam wishes it would. A Dutch firm, Digicash, has developed e-cash, which allows customers to buy goods over the Internet directly and anonymously. Digicash has also developed a smart card-- compatible with Eurocard, Visa and Mastercard--that makes payment anonymous.

It is in the computer industry's interest to sort the issues out. Computer networks will not fulfil their commercial potential if consumers worry that their credit-card security and personal privacy will be snagged in the Internet. Already, certain sites on the Internet make an explicit commitment to privacy. Confidentiality, like information, is attractive to customers--and thus should be marketable.
